It was obvious after the creation of Youth, Cops, and Videotape that winning the confidence of the Oakland Police Department enough to do a major performance with them and youth would be a lengthy process. Because both police and youth could relate to the concept of a basketball game as a ground for healthy competition, Lacy decided to use this popular form as a platform for a first performance, one she hoped would yield more confidence and willingness to engage in a larger and more provocative performance.

Additionally, the continuing quest to improve the ways in which this work might actually serve specific youth made Lacy’s pairing with Oakland politicians to develop programs and policies for youth an important part of this work. This work, like others in the series, consisted of a performance, policy interventions, a thoughtful media strategy, and direct services to participating youth.
