| The Elkhorn City Heritage Council Inc., a non-profit civic organization, was officially incorporated on Feb. 9, 1999. The mission of the council is to protect and preserve the history, culture, and natural beauty of the Elkhorn City Area. Members of the Heritage Council work closely on planning all phases of the project and vetting it for approval by local residents. They work with project sponsors, the American Festival Project at Appalshop. The works of Susan Steinman and Yutaka Kobayashi, environmental sculptors working with Lacy on this project, can be viewed at their own websites.
